Recently, the first filing certificate of health food protein powder and the first filing certificate of protein powder compound products have been issued, which is the first batch of domestic health food filing certificates obtained by soy protein isolate and whey protein as raw materials since the release of the catalogue of health food raw materials by the State Administration for Market Regulation in June 2023.

This time, plant protein and animal protein are included in the catalogue of health food raw materials at the same time, mainly for people with protein deficiency and low immunity, which improved the targeted use of health food people and effectively limited the exaggerated publicity of products. In addition, the technical requirements set for these two protein raw materials, while strictly complying with the bottom line of food safety, improved the indicator of protein content, and meet the standard of high-quality protein raw materials, to ensure that high-quality protein products are provided to people with protein deficiency.

In order to promote the formulation of the catalogue of health food raw materials, the State Administration for Market Regulation, according to the actual situation of the formula, function, safety and quality control of the registered production of protein powder health food, combined with the research results of the Chinese Nutrition Society and other organizations on the health function and dosage of soy protein isolate and whey protein, studied and drafted the Catalogue of Health Food Raw Materials Soy Protein Isolate and the Catalogue of Health Food Raw Materials Whey Protein. In June 2023, the State Administration for Market Regulation jointly with the National Health Commission and the National Administration of Traditional Chinese Medicine issued the above catalogues, which came into effect on October 1, 2023.

In order to ensure the smooth product filing work after the implementation of the catalogue of raw materials, the State Administration for Market Regulation has refined the requirements for formula compatibility, registration conversion to filing, daily dosage and target population for protein products based on the approved registered products and actual production.

The State Administration for Market Regulation continues to deepen the reform of the dual-track system of health food, and has initially formed a working pattern that filing is the majority and registration is the minority. The release of the Catalogue of Health Food Raw material Soy Protein Isolate and the Catalogue of Health Food Raw Material Whey Protein is the guidance and support of the State Administration for Market Regulation for the standardization of the health food industry, which not only provided more filing options for enterprises, but also injected new impetus for the innovation and development of the industry. The two catalogues of raw materials broke through the previous model of single raw material filing, and allow protein and nutritional substances to compound for filing, providing enterprises with a wider range of research and development space and promoting the variety of protein powder health food on the market to become more abundant.

According to the data provided by the Center for Food Evaluation, State Administration for Market Regulation, as of the end of November 2023, China's supplementary nutrient products with national standards have been basically incorporated into the filing management, and more than 1,500 enterprises have obtained health food filing login accounts, and the filing enterprises have covered 31 domestic provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps. More than 17,000 products have obtained health food filing certificates, including more than 3,300 functional products.

The continuous promotion of the filing of health food has reduced the investment of research and development costs of enterprises, shortened the technical review and approval time of government departments, and significantly accelerated the pace of product listing on the basis of not reducing the technical requirements of products. As the technical support institution of the State Administration for Market Regulation, the Center for Food Evaluation will, on the basis of consolidating the existing achievements, incorporate compound products into the filing management and continue to provide technical support for expanding the filing work.
