In 2019, SAMR publicly solicited opinions on the Administrative Measures on Formula Registration of Milk Powdered for Infant and Young Children (Draft for Comments). Recently, on March, 2021, NHC issued new standards of infants formula, which including National Food Safety Standards Infant Formula (GB 10756-2021), National Food Safety Standards Older Infants Formula (GB 10766-2021) and National Food Safety Standards Young Children Formula (GB 10767-2021). The Plan requires that the first category of projects in the departmental regulations must be submitted the draft and related materials to the legal system for review before June 30, 2021, and set aside reasonable time for review, and strive to finish at the end of the year. The second category of departmental regulations, laws and administrative regulations, must ensure a high-quality and efficient advancement.
The Plan calls for a sound of mechanism for soliciting opinions on legislation, expanding the coverage and representativeness of public participation and enhancing the transparency of legislation. In drafting and reviewing legislative items closely related to market production and operation, the views of relevant market entities and industry associations and chambers of commerce should be fully heard. The feedback mechanism for the adoption of opinions should be improved, and explanations should be given for concentrated opinions that are not adopted. Simultaneous, the Plan emphasizes strengthening the propaganda and interpretation of legislation, innovating propaganda methods, and using new media and technology to deepen the rule of law consciousness of market entities and consumers.
