The General Administration of China Customs implements a registration system for overseas food manufacturers that export foods to China, and the registration will be carried out in accordance with the relevant regulations of the General Administration of China Customs. The Customs implements the record on importers. The importers should apply to the local customs for record in advance and provide the following materials:

l  Fill in the importer record application form accurately and completely;

l  The organization structure, department functions and post responsibilities related to food safety;

l  The category of food to be sold and the place of storage;

l  Those who have been engaged in food import, processing and sales within 2 years should provide relevant descriptions (food category and quantity).

After verifying the information provided by enterprise, the Customs will approve the record. The list of registration and record will be published on the website of the General Administration of China Customs.

Supervision at port

After the arrival of the imported chocolate at the port, the Customs will implement the supervision measures such as the verification of documentation, on-site inspection, sampling and submission of imported food according to the supervision and management requirements such as the risk control directive. If the goods pass the comprehensive assessment of inspection and quarantine, the Customs will issue a Certificate of Inspection and Quarantine of Entry Goods to approve their sale and use.

Disposal of non-conformity

If the imported chocolate fails to pass the inspection and involves safety, health or environmental protection, the Customs will issue the Notice of Inspection and Quarantine Treatment and order the party concerned to destruct or return the chocolate involved. For non-conformity of other items, the chocolate can be sold and consumed after having met the requirements stipulated in conformity assessment by means of technical treatment under the supervision of customs.
