Recently, the Guangdong Administration for Market Regulation issued a notice on the verification and disposal of a batch of unqualified foods. The notice showed that a batch of goat milk powder imported by Health & Happiness Group failed to pass the test due to unqualified vitamin A, which violated the Food Safety Law of the People’s Republic of China. Health & Happiness Group was fined and confiscated a total of 480,700 Yuan by the Huangpu District Administration for Market Regulation of Guangzhou.

The item of vitamin A is unqualified in “Kebeisi young children formula goat milk powder (aged 12-36 months, Stage 3)” sold by Shanghai Jing’ou Commerce and Trade Co., Ltd. and imported by Health & Happiness Group (country of origin: Australia, specification: 800 g/can, production date: 2019-10-02, batch number: 126103002). After re-test by the National Processed Food Quality Inspection Center (Guangdong), the test result of vitamin A is 16μgRE/100kJ, but the standard value is 18~54μgRE/100kJ, so the re-test result was unqualified.

After checked by the Huangpu District Administration for Market Regulation of Guangzhou, 54 cans of the sampled products were not transported as required during the transportation, resulting in the unqualified vitamin A item of the sampled samples.

Health & Happiness Group operated foods for infants and young children whose nutritional components does not meet food safety standard, which was illegal and violated Paragraph 1, Item (5) of Article 34 of the Food Safety Law of the People’s Republic of China. According to Paragraph 2 of Article 123 of the Food Safety Law of the People’s Republic of China and Article 81 of the Regulations for the Implementation of the Food Safety Law of the People’s Republic of China, the Huangpu District Administration for Market Regulation of Guangzhou impose the following administrative penalties: 1. Confiscate 13,168.39 Yuan of illegal income; 2. fine 467,532 Yuan.
